Arsenal are looking for a new boss after sacking Unai Emery.
They may be stopped from appointing a manager who is currently in a job, such as Leicester City boss Brendan Rodgers or Wolves' Nuno Espirito Santo, because they are working with a limited budget.
While Arsenal chiefs will want to make sure their next permanent appointment will take the club in the right direction, according to the Daily Mail, their search is hindered by having a limited budget, which in turn is off-putting to many candidates.
The report claims Emery was paid £4million-a-year and that the board would be willing to improve on this contract but not to an amount that would put the club's new manager in line with the top paid bosses across Europe.
One option it is understood Arsenal are considering is Mikel Arteta.
During his first game in charge he saw Arsenal fight twice to comeback to secure a 2-2 draw with Norwich.
He has previously coached Arsenal Under-15s and Under-23s and this season was promoted to assistant first-team coach before taking over on a temporary basis after Emery was sacked.
